it’s not as if we enjoy being a bunch of darked-out bodies with male gender symbols for faces. my happiness increases monotonically as the number of darked-out bodies with female gender symbols for faces increase.

I think what Frank is saying is that he is most pleased when he observes that most of his class is female. Just as Jenny is first noticing that her class is 99% male, and their personality traits and bodies will be noticed at a later time.
The “silhouette and gender symbol” being symbolic of the one fact overriding our hero(ine)’s ability to notice the other facts about them just yet. Not that Frank (or Jenny) prefer shadowy stereotype people.
